1. How long is the question period open?
Answer: Questions are being accepted from April 25 until May 9th.
2. Where is the 18 CY estimate based on?
Answer:
There appears to be a typo in the RFP. The reference to "18 CY" comes from the Draft Analysis of Brownfield Cleanup Alternatives, specifically Alternative #2. Estimates approximately 1,250 cubic yards of contaminated soil to be removed, which would be transported out of Tanana. This information comes from the Property Assessment and Cleanup Plan and Analysis of Brownfield Cleanup Alternatives.

3. Bunker-C coated wood timbers are present throughout a portion of the site. If encountered during excavation, are these to be left in place?
Answer: These are to be taken out and properly disposed of.
4. Is the goal for the cleanup to be completed in 2025? What is the end date of the potential contract?
Answer: Clean up should by completed by 2027. The potential end of contract will be September 2027 or when work is complete.
5. Will YRITWC organize the community meetings or is that the responsibility of the contractor?
Answer: YRITWC will organize community meetings. The contractor is expected to attend these meetings in person.
6. Section 2 of the Scope of Work states: "The Contractor will submit a Scope of Work (SOW) and cost estimate for YRITWC’s review and approval." Is this different from the scope of work and cost estimate to be submitted in our proposal in response to this RFP?
Answer: This will be the same
7.Should excavation backfilling be included in the project scope/budget? If yes, does YRITWC have a preferred backfill source?
Answer: Yes, that should be included. YRITWC would prefer if it came from Tanana
8. Does YRITWC and the local community prefer summer or winter work?
Answer: No preference
9. Does YRITWC have a preference or requirement for contractual terms (i.e., lump sum or cost-plus to a maximum)?
Answer: This federal award is a reimbursable grant, meaning you will be paid for the work you complete and submit for reimbursement.
10. Will the “reasonableness of cost/price” be evaluated qualitatively or mathematically? Under what circumstances will a cost/price be considered unreasonable, and how will that proposal score be affected?
Answer: Cost/Price Reasonableness will be evaluated pursuant to Uniform Grant Guidelines (2 CFR 200) and EPA procurement best practices.
11. Please provide the square footage (length and width) of the area(s) to be excavated.
Answer: See reports provided on the DEC website.
12. Do any federal, state, or service contract act wage rates apply?
Answer: Davis-Bacon Wages
13. Please provide insurance limits for working with YRITWC.
Answer: A minimum coverage level of $1,000,000 is required, and YRITWC must be named as an additional insured on the General Liability policy.
14. The RFP states, “In addition to the 1,250 CY please add an estimate if excavation will be more than that by 25%”. Can you clarify how this information should be presented?
Answer: One column on the table with 1,250 CY amount and another column with the extra 25%.
15. Should waste characterization sampling be included in the project scope/budget?
Answer: No. waste characterization should be in previous reports.
16. Should confirmation sampling be included in the project scope/budget?
Answer: Yes
